To beg to acknowledge receipt of your letter dated the 22nd inst, No.44370/1916, in reply to which we beg to inform you that under date of 16th Sept. the Belgian Minister in London communicated to us a copy of a letter received from the Foreign Office, from which it appears that, in the case of Crown Colonies and Protectorates, we may consider ourselves authorized to demand transfer from a Colonial Bank to London of any funds collected by such Banks against shipping documents covering goods of Belgian origin exported under license from H.M.Government.

We understand it would be necessary to give the Colonial Authorities our guarantee that the funds will remain here in a special account in the name of the Exporter, and will not be remitted directly or indirectly to Belgium during Germany occupation except under license of H.M.Treasury, and that no charge on the account will be allowed or recognised without such license.

This guarantee is embodied in our letter of the
